About the National Institute of Urban Affairs (NIUA):  

Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of the  Ministry of Housing and Urban Affairs, Government of India, for research and capacity building  for the urban sector in India. About the National Urban Digital Mission:  

The National Institute of Urban Affairs (NIUA) instituted the Centre for Digital Governance  (CDG) to operationalise the ambitious National Urban Digital Mission (NUDM) to contribute to  quality of life for our citizens by way of inclusive and accessible digital solutions. CDG will use the three pillars of NUDM (People, Process, Platforms) to activate digital service  delivery and ease of access across all cities and towns in India by 2024. NUDM will create a shared  digital infrastructure as a public good through open source, customisable digital urban platforms,  building blocks, data infrastructure to manage the core digital urban data, and the infrastructure  required for its seamless exchange. Responsibilities:  

Head (Country Level Operations Management) will report to the National Program Head, and will  be responsible for the following: 

● Planning and execution of the engagement strategy for the programs of NUDM. 

● Ensure state and city governments are able to use/adopt/implement NUDM programs  effectively.  

● Leading procurement advisory for all programs under NUDM.  

● Driving program adoption and usage including the key metrics of success as defined by  program deliverables for the Mission; provide program updates and reports as per NIUA’s  guidelines.  

● Supporting the program adoption and usage of the NULP by the cities in the region.

 ● Coordinating with key stakeholders to create efficient program practices. 

● Ensuring a strong and robust communications process between all members and staff  

within the area and across extended teams for common alignment to the Mission & program  goals.  

● Developing and maintaining relationships with program partners at the national and state  level; address such stakeholders’ needs with speed and efficiency.  

● Implementing outreach & communication strategies for the  stakeholders/partners/beneficiaries of the Mission.  

● Representing the program at industry events in the region, which will include describing  the benefits of working with the program to partners and other industry players. 

● Ensure and promote the development of the engagement team/succession planning through  training and leadership development.  

Qualifications 

● MBA, M.Tech or Masters public policy, urban management or equivalent degrees from  premier institutes.  

● 20-25 years of relevant work experience  

● Prior experience of leading large B2G/C2G engagements  

● Experience in managing a transformation program in any business process  reengineering/government process reengineering/capacity building.  

Required Skills and Competencies:  

● Demonstrated experience in business development, relationship management, account  management skills  

● Demonstrated experience in procurement in public domain  

● Demonstrated experience in developing preliminary communications strategies and  campaigns to drive change management  

● Expert understanding of data driven transformation (driving change in people, process and  technology) with outstanding attention to detail  

● Entrepreneurial spirit, including ability to work independently and autonomously,  willingness to accept responsibilities for results  

● Excellent program management, organisational and time management skills 

● Commitment to learning  

● Passionate interest in citizen centric technology, public policy and advocacy, social  enterprises.  

● Excellent communication skills including the ability to communicate with and manage expectations of senior executives/experts and their staff.

Location: Based out of the office at NIUA, New Delhi, with travel to various Indian states as  and when required.

Remuneration: At par with the industry standards, depending on experience and skills. Proof of  past remuneration (last received salary/monthly contract payment) will be required.  

Notice Period: Notice period for termination from either side will be 30 (thirty) days or salary  in lieu of.
