Established in 1976, the National Institute of Urban Affairs (NIUA, is a premier Institute of Ministry of Housing and Urban Affairs, Government of India for research and capacity building for urban sector in India. About CITIIS 2.0
The City Investments to Innovate, Integrate and Sustain 2.0 (CITIIS 2.0) program was approved by the Cabinet on 31 May 2023. It is a joint program of Ministry of Housing & Urban Affairs (MoHUA), the French Development Agency (AFD), the German Development Bank (KfW), the European Union (EU) and the National Institute of Urban Affairs (NIUA). The program envisages to support competitively selected projects promoting circular economy with focus on integrated waste management at the city level, climate-oriented reform actions at the State level, and institutional strengthening and knowledge dissemination at the National level.
The CITIIS 2.0 Challenge (Component 1: City-level action) was launched on November 16, 2023 by the Housing & Urban Affairs Minister. 18 Smart Cities have been selected, that will benefit from the financial and technical assistance to implement innovative and transformative projects on circular economy with a focus on integrated solid waste management. The 18 selected cities are Agartala, Agra, Bareilly, Belagavi, Bilaspur, Guwahati, Jabalpur, Jaipur, Madurai, Muzaffarpur, New Town Kolkata, Panaji, Rajkot, Srinagar, Thanjavur, Thiruvananthapuram, Udaipur and Ujjain. A total grant of INR 1,496 Crore has been allocated for this component
Under Component 2 (State-level action) of the CITIIS 2.0 program, State Urban Development Departments/Equivalent are eligible to seek financial and technical assistance for a comprehensive climate action. A total grant of INR 264 crore has been allocated for this component. The awarded grant will be utilized to assist States in strengthening existing climate governance mechanisms for climate action through:
- Setting up/strengthening existing State Climate Centres/Climate Cells/ equivalent departments;
- Creating State and City-level Climate Data Observatories;
- Facilitating data-driven planning and implementation of climate action plans. The plan shall lay special emphasis on solid waste management, wastewater management and water security through integration with the master plans of the cities. The plan shall take into consideration the estimated need for water, its current availability, future projections, and subsequent measures to ensure the water balance is maintained;
- Building the capacities of municipal functionaries through programs such as Leadership in Climate Change Management (LCCM).

Responsibilities
The Program Manager will assist the Program Director in planning, implementation, and monitoring of the CITIIS 2.0 program, with a focus on Component 1 i.e. integrated waste management. This role involves managing multiple projects across the 18 selected cities, including project components such as upgradation of waste collection and transportation fleet; development of garbage transfer stations; material recovery facilities; waste processing facilities including WtE, CBG, composting etc.; development of scientific landfills; technology integration; and communication & outreach for behavioural change.
- Responsibilities of the Program Manager shall include but not limited to the following:
- Program Management: Facilitate the Smart City SPVs and Urban Local Bodies in design, development, execution, and monitoring of projects on integrated waste management.
- Stakeholder Engagement: Ensure collaboration of all the stakeholders including MoHUA, AFD, KfW, EU, State Governments, ULBs, SPVs, Domestic Experts, International Mentors and Transversal Experts under the CITIIS 2.0 program. Facilitate stakeholder meetings, workshops, and consultations to gather input and foster collaboration and co-creation to achieve program goals as defined in the Program Logical Framework (PLF).
- Partnership Development: Maintain existing relations and develop new partnerships with academic institutions, administrative training institute, research agencies, scientific laboratories and industry bodies for facilitating the effective implementation of the program, and exchange of knowledge. The Program Manager will also be responsible or organizing industry workshops.
- Knowledge Capitalisation & Reporting: Work closely with the Knowledge officer/ specialist to capture, organize, and disseminate the knowledge on integrated waste management. It shall also include drafting interim/ biannual/ annual reports, and other documentation, as needed.
- Technology Integration: There are three key technology components under the CITIIS 2.0 program (i) CITIIS Website (ii) CITIIS Management Platform (iii) Proposed- National Climate Data Observatory (NCDO). The Program Manager will be responsible for ensuring the project information dashboard for the 18 cities is timely updated on the CITIIS Management Platform.
Reporting:
The Program Manager shall work closely with all program officers and specialists in the team; and directly report to the Program Director, CITIIS at NIUA, New Delhi. This is a full-time position based at the National Institute of Urban Affairs, India Habitat Centre, New Delhi.
Skills and Competencies
- Program Management: Proficiency in managing complex projects and multiple tasks including project design, risk assessment, and economic analysis, along with a deep understanding of policy processes and regulatory frameworks for waste management.
- Strategic Thinking: The ability to lead by example, inspire others, and drive strategic initiatives that align with the goals of NIUA and the CITIIS 2.0 program.
- Innovation and Solution Orientation: The ability to encourage creativity and innovation in addressing issues of circular economy and integrated waste management.
- Collaboration & Co-Creation: The capacity to work effectively with diverse stakeholders including senior government officials, technical staff, industry experts and academia for developing practical solutions which can be implemented efficiently and effectively.
- Scientific Temper: Understanding of research methodologies, and ability to drive the development of high-quality knowledge products including case studies, evidence-based blogs and op-ed pieces, among others.
Qualification & Experience
- Masters in Environmental Science, Environmental Engineering, Urban Planning, Economics or a related field from a reputed institution.
- 10 years of relevant experience in the field of circular economy / integrated waste management, with at-least 4 years at a mid-senior/ managerial position.
- Strong understanding of varied aspects of solid waste management, including waste characterization and treatment technologies.
- Understanding of the urban structures and programs in India; and knowledge of key national missions such as the Smart Cities Mission, Swachh Bharat Mission and AMRUT.
- Prior experience of working at a mid-senior position in a government/semi-autonomous/ autonomous institution, multilateral/bilateral development organization, a reputed NGO or a consulting firm.
- Excellent communication, negotiation, and interpersonal skills.
