Job Description

Job Summary:

The Administrative Officer will be responsible for overseeing and managing administrative operations(finance, procurement, events, office management, asset maintenance, and compliance) with relevant government procedures and procurement rules. The role demands efficiency, integrity, and familiarity with public procurement and government administrative frameworks.

Key Responsibilities:

  1. General Administration:
    • Lead diverse teams(Institute’s Operation) and maintain high-performance standards, address conflicts, and foster a positive work environment while ensuring departmental goals are met.
    • Lead continuous improvement initiatives by redesigning administrative processes to enhance efficiency, scalability, and service delivery while ensuring business continuity.
    • Govern end-to-end administrative and facility operations, ensuring optimal utilization of infrastructure, assets, vendor partnerships, and support services to enable core organizational functions.
    • Balance multiple priorities by effectively allocate time, budget, and personnel across various projects while handling unexpected demands and maintaining operational efficiency.
    • Keep pace with evolving technological solutions and implementing new systems to improve operational efficiency.
    • Manage departmental budgets and control costs while maintaining service quality.
    • Supervise Procurement to ensure transparent, compliant, and value-driven process is done in accordance with GFR, CVC guidelines, and statutory norms, strengthening governance and audit readiness.
    • Establish risk management frameworks to identify, assess, and mitigate operational and compliance risks, protecting organizational assets, continuity, and reputation.
    • Develop management information systems (MIS), performance dashboards, and analytical reports to support leadership decision-making and improve operational transparency.
    • Prepare operational reports and schedules to ensure efficiency.
  2. Compliance & Documentation:
    • Ensure all procurement and administrative activities comply with government rules, policies, and internal SOPs.
    • Maintain complete and accurate documentation related to contracts, purchases, and administrative decisions.
    • Prepare reports and assist in internal/external audits and inspections.
  3. Budget & Cost Management:
    • Support budget planning and expenditure tracking related to administrative and procurement functions.
    • Optimize costs without compromising quality and compliance.
    • Assist in structuring financial activities and resources.
    • Monitor expenses, managing cash flow, and reporting. 
    • Identifying and mitigating financial risks.
  4. Coordination & Support:
    • Coordinate cross-departmental communications and ensure effective information flow throughout the organization.
    • Manage relationships with key stakeholders, including clients and investors.
    • Supervise and provide guidance to organize official meetings, events, travel, and logistics.
    • Maintain up-to-date staff travel advisories, risk intelligence, and emergency response plans a per government norms.
    • Ensure the workspaces comply with applicable health, safety, and environmental (HSE) standards.
    • Maintain vendor databases, contracts, and procurement records.

Qualifications & Experience:

    • Bachelor’s Degree (minimum); a degree/diploma in Administration, Management, Public Procurement, or related field is desirable.
    • 15-20 years of total experience in administration or finance, with minimum 5 years of progressive experience in a government or public sector undertaking.
    • Familiarity with GFR, CVC guidelines and GeM portal operations.

Key Skills & Competencies:

    • Demonstrated proficiency in MS Office (Word, Excel, PowerPoint), and e-Procurement tools.
    • Ability to handle sensitive and confidential information.
    • Proven track record of developing and implementing administrative policies and procedures that enhance operational efficiency.
    • Experience in budget management, cost control, and financial reporting.
    • Excellence in written and verbal communication, with demonstrated ability to interact effectively with all organizational levels.
    • Ability to manage multiple tasks efficiently under time constraints.
    • Strong knowledge of administrative systems, procurement cycles, and compliance protocols.
    • Excellent organizational, communication, and coordination skills.
    • Integrity, accountability, and attention to detail
