About the Climate Centre for Cities (C-Cube)

The Climate Centre for Cities (C-Cube) has been established at NIUA with support from the Ministry of Housing and Urban Affairs (MoHUA) to create synergy across all climate actions undertaken in Indian cities by various stakeholders. Our Vision: “To Build Climate Action in Cities”. Urban development informed by climate resilience is crucial not only for steering growth towards a $ 5 trillion economy but also for improving the quality of life for urban residents. The centre plays a pivotal role in developing partnership networks, building the capacities of city managers and key decision-makers, co-creating policy frameworks and strategy documents, designing tools, assessment frameworks, and data observatories, and developing solutions for the planning and implementation of climate-resilient project interventions in cities, as well as advocating for local actions.

Project Description

The Urban Act project aims to bridge critical gaps between national and state-level policies for promoting climate-resilient urban development across Asia. The project aims to enhance the institutional and technical capacities of urban stakeholders to integrate climate resilience into planning and development processes. Through participatory engagement, it supports the identification and formulation of bankable project concepts that address climate adaptation and mitigation priorities in cities. A core focus of the project is fostering regional exchange, knowledge dissemination, and collaborative learning among cities and institutions across five countries: China, India, Indonesia, the Philippines, and Thailand. It promotes cross-country dialogues and peer-to-peer learning to support scalable solutions and innovative financing approaches for climate action.

In India, the project is implemented in partnership with NIUA, GIZ India and TERI, focusing on the cities of Coimbatore, Panaji, and Shimla. These cities serve as living laboratories to pilot integrated, climate-resilient strategies and demonstrate actionable pathways for embedding climate considerations into urban governance and infrastructure development.

Job Description

Responsibilities:

Climate Finance Expert

The selected SME will support the development of tools and capacity building, focusing on enhancing the capacity of city officials and urban practitioners to identify project concepts for climate action investments into urban development projects.

The expert will work with the C Cube team in curating the required off line and on line training modules by curating the content in modules.

  • Curation for developing one training course on Climate Finance. This includes  production of the training module, e course related to it, and coordination with implementing agencies(NULP empanelled agency and Training Institutes delivering training)
  • Support the design and development of training modules
  • Support for organising capacity-building events and conducting training workshops. Including travel to the training institutes and meetings in Delhi.

The expert should have required knowledge of

  • Identifying innovative financing mechanisms (e.g., green bonds, blended finance, land value capture) suited for climate-resilient urban development.
  • Developing toolkits, briefing notes, and knowledge resources that explain urban climate finance workstream concepts in accessible language for non-finance professionals.
  • Identifying innovative financing mechanisms (e.g., green bonds, blended finance, land value capture) suited for climate-resilient urban development.
  • Design and development of training modules and e-courses on urban climate finance for different target groups, including ULBs, parastatal agencies, and state officials.
  • Facilitation skills for organising capacity-building events, webinars, and workshops with a focus on localising climate finance solutions.

 

Qualifications & Experience:

  • Minimum qualification is postgraduate degree, preferably in Management, Economics, Accountancy, Development Studies, Public Policy or a related field. 
  • Minimum 10 years of experience in supporting projects specialising in climate resilience, training, capacity building, research, project preparation, transaction advisory, and program management across green finance and industrial decarbonization.
  • Familiarity with researching design trends in financial advisory and risk consulting professional experience, working with multinational corporations, banks.
  • Excellent communication and collaboration skills, with an eye for detail and project management abilities.
