About the National Institute of Urban Affairs (NIUA)

Established in 1976, the National Institute of Urban Affairs (NIUA) is the premier research and capacity building institution of the Ministry of Housing and Urban Affairs (MoHUA), Government of India, dedicated to advancing the urban sector. About the Knowledge Management Unit (Swachh Bharat Mission Urban–2.0)

The Knowledge Management Unit (CBU) under Swachh Bharat Mission Urban–2.0 (SBM-U 2.0) will serve as the central anchor for knowledge management and capacity building across India’s urban sanitation and waste management sector. Established by MoHUA in collaboration with NIUA, the KMU will design and deliver targeted training programmes, curate, update and manage technical content, and oversee the engagement of Swachhata Knowledge Partners (SKPs) to build capacities of officials of States, Union Territories, and Urban Local Bodies (ULBs). It will facilitate research, conduct studies and assessments, and strengthen partnerships with academic institutions, industry professionals, and youth groups to create mass awareness on swachhata. The CBU will ensure that the sanitation and waste management ecosystem is equipped with the necessary knowledge, skills, and collaborative networks to meet the objectives of SBM-U 2.0.

Job Description

Key Responsibility Areas

  • Collate, curate, and maintain Solid Waste Management (SWM) content in alignment with current protocols, national guidelines, case studies, and innovative practices under SBM-U 2.0.
  • Manage and regularly update comprehensive training content related to SWM, including e-learning modules, articles, reports, manuals, toolkits, and guidelines.
  • Review, edit, and enhance technical documents, ensuring clarity, accuracy, and consistency across all knowledge products and training materials.
  • Develop policy briefs, frameworks, and guidelines to support capacity building, programme implementation, and policy dialogue in the urban sanitation and SWM sector.
  • Support the development and delivery of training programmes, workshops, and exposure visits for officials and stakeholders under the SBM-U 2.0 framework.
  • Coordinate with relevant stakeholders, including government bodies, research institutions, development partners, and private sector entities, to integrate best practices into training and policy documents.
  • Support documentation of innovative case studies, good practices, and emerging trends in solid waste management to inform policy formulation and capacity building initiatives.
  • Provide technical inputs for the preparation of reports, knowledge products, and communication materials for national, state, and city-level dissemination.
  • Execute other works entrusted by the Programme Lead, or senior officers of MoHUA.

Work Experience Required

  • Minimum 5 years of overall work experience, with at least 3 years of experience specifically in urban management and solid waste management.
  • Proven experience in developing policy briefs, guidelines, technical frameworks, and research publications related to SWM.
  • Demonstrated experience in content development, technical writing, and preparation of training materials and knowledge products.
  • Familiarity with key national missions and frameworks related to urban sanitation, waste management, and capacity building, including SBM-U 2.0.
  • Strong communication, writing, and editing skills, with the ability to translate technical information into accessible content for diverse stakeholders.
  • Excellent verbal communication skills.
  • Excellent presentation skills.

Educational Qualifications Required

Master’s degree in Urban/ Town Planning, Environmental Planning, Environmental Sciences, Social Sciences, Public Policy, Urban Development, Urban and Regional Development, Urban Infrastructure, or equivalent.

Remuneration

  • At par with the standards established by NIUA, commensurate with experience and skills.
  • Proof of past remuneration (last received salary or monthly contract payment) will be required.
