About the National Institute of Urban Affairs (NIUA)
Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of the Ministry of Housing and Urban Affairs, Government of India, for research and capacity building for the urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanisation. For more than 45 years, NIUA has contributed to and aided in building the urban narrative for a fast-evolving urban India. The Institute has been actively working on bringing forth key areas of concern for urban India to build the discourse at various scales. It has utilised its research, knowledge management, policy advocacy and capacity building competencies to address urban challenges. NIUA continuously strives to develop sustainable, inclusive, and productive urban ecosystems in the country.
About the Watershed Development Component- Pradhan Mantri Krishi Sinchayee Yojana 2.0
Initiated in 2015, WDC-PMKSY strives to provide protective irrigation to all agricultural farms in India, thus enhancing crop yield per unit of water and promoting rural prosperity. The primary focus of the programme is to consolidate investments in irrigation at the field level, extend the area under assured irrigation, improve farm-level water efficiency to minimise water wastage, foster the use of precision-irrigation and other water-saving technologies, augment aquifer recharge, and implement sustainable water conservation practices. This includes evaluating the use of treated municipal wastewater for peri-urban agriculture to increase private investment in precision irrigation systems. The Central Programme Management Unit will be established to serve as the national hub for integration, coordination, and knowledge dissemination to ensure that the objectives of WDC-PMKSY 2.0 are met effectively and efficiently.
Job Description
Key Responsibility Areas
- Review and appraise project proposals for approval.
- Prepare process manuals, operational guidelines, technical and financial guidelines, technical manuals, and various reports.
- Facilitate coordination among organisations, agencies, departments, and ministries involved in the watershed program at the national level.
- Allocate budgetary outlays among states efficiently.
- Ensure the smooth flow of funds at all levels.
- Organise and implement capacity-building activities.
- Plan and execute IEC activities to raise awareness and educate stakeholders.
- Conduct online monitoring and evaluations to track progress and ensure compliance. Undertake field visits and social audits to assess project implementation and impact.
- Organise and facilitate conferences, seminars, workshops, and study tours.
- Perform other allied activities as required for the successful implementation and management of projects.
Work Experienced Required
- Strong background in the field of Monitoring and Evaluation with at least 7 years of experience with operationalising comprehensive ME&L systems including baseline development, input-output and process monitoring and impact assessments.
- Experience with the development of computer-based MIS platforms for decentralised projects, including field input of data with consolidation at district and/or state level;
- Strong knowledge of remote sensing options and platforms to support ME&L, use of field-based data input technology such as with mobile phones and tablets, GPS and GPS-enabled digital cameras;
- Demonstrated experience in successfully leading teams to develop and implement ME&L/ MIS.
Educational Qualifications Required
A postgraduate degree in Rural Development/ Agriculture/ Economics/ Environment/ Management, or equivalent from a recognised University.
Remuneration
- At par with the standards established by DoLR, commensurate with experience and skills.
- Proof of past remuneration (last received salary/ monthly contract payment) would be required.
